The CIO Council Leadership Awards are given to career federal employees in the information technology field. Recipients are recognized for their dedication and commitment to advancing and improving electronic government and information technology that impact the way government conducts business. Winners were recognized during the 48th annual Interagency Resources Management Conference (IRMCO), which is presented by the U.S. General Services Administration, on April 20, 2009, at the Hyatt Regency Chesapeake Bay in Cambridge, MD.

Next Generation Enterprise Network is the Navy's largest Information Technology Services acquisition program that will replace the current Navy-Marine Corps Intranet in October 2010 and serve more than 800,000 users. Throughout 2008 and prior to the standup of the FITT organization, Mr. Markland's expertise and efforts were pivotal to the success of early NGEN program efforts.

During FY2007, four sales centers listed over 243,000 assets, selling more than 218,000 of them for more than $2.5 million. By the end of FY2008, six sales centers listed more than 725,000 assets, selling more than 715,000 of them for more than $5.6 million. In FY2009, eFAS added the Department of Interior, Aviation Management Division Sales Center. eFAS expects to post more than 1 million assets to the portal in FY2009 and to generate $6 billion in revenue, subject to current market and economic conditions.

He evolved the transition from the baseline architecture to a comprehensive and actionable enterprise architecture by providing a fundamental vision for advancing and implementing his agency's enterprise architecture directives, specifically Data Sharing in a Net-Centric Department of Defense. His development of DoD Joint Capability Areas-aligned Segment Reference Architectures provided the Department of the Navy and the U.S. Marine Corps leadership the architectural foundation upon which to align programs and systems and for expansion.

The Managed Trusted Internet Protocol Service team worked with the Office of Management & Budget, Department of Homeland Security and other federal agencies developing and submitting a market research survey to Networx contractors to document their understanding of and readiness to support the Trusted Internet Connection initiative. GSA analyzed feedback and compiled a report describing potential support capabilities, impacts and issues clearly defining the approach proposed by each carrier. The team subsequently engineered solutions, including a proposed TIC architecture. By making these capabilities available to federal agencies through the NETWORX contract vehicle, the team's work improved the federal government's network security posture. Their leadership benefits GSA, OMB, federal agency customers and the taxpayer by providing this capability at the lowest possible cost through collaboration, aggregation of requirements and competition in the marketplace.
