Improvised Device Defeat (IDD)

Mission: Identify, prioritize, and execute research and development projects that satisfy interagency requirements to more safely and effectively render terrorist devices safe. Particular emphasis is placed on technologies to access, diagnose, and defeat terrorist improvised explosive devices (IEDs); improvised chemical, biological, radiological, and nuclear devices; and vehicle-borne improvised explosive devices (VBIEDs).

Funding targets projects that advance technologies, tools, and information to increase the operational capabilities of the U.S. military explosive ordnance disposal (EOD) community and Federal, State, and local bomb squads to defeat and neutralize terrorist devices.

Defeat sponsors projects that develop advanced technologies to defeat the full spectrum of improvised explosive devices (IEDs), including vehicle borne improvised devices, weapons of mass destruction including suicide bombers, and special IEDs. Focal points are IEDs containing both sensitive and insensitive explosives and improvised “enhanced payloads”, such as petroleum, industrial chemicals, or radioisotopes. Products promote the development of innovative cost-effective disruption and precision render safe solutions for the military and domestic bomb squads. Access and Diagnostic sponsors projects that develop reliable, cost-effective advanced solutions and procedures that enhance the IED diagnostic capabilities available to bomb squad personnel. Products focus on the development of technologies that identify and locate the IED, explosive or enhanced fillers, and key fuzing and firing components. Testing methodologies and protocols that define and confirm the access, diagnostic tools, or procedure’s ability to satisfy expected design and operational parameters are also areas of interest. Emergent Threats sponsors projects that develop innovative solutions to new and / or evolving IED threats. Specific areas of interest include effective countermeasures that neutralize or defeat radio-controlled improvised explosive devices (RCIEDs) and provide safe environments for bomb squad technicians. Products work to characterize, test, and identify effective solutions that detect, render safe or neutralize improvised homemade explosive (HME) mixtures. Technologies and solutions that protect military, civilian, and bomb squad personnel from rapidly changing terrorist methods of attack are also a center of interest. Products

EOD Operational Tools sponsors projects that develop low cost improved tools, equipment, and information that supports command and control and also enhances situational awareness. Critical technologies that support all aspects of IED response teams are key elements of consideration. Products focus on capability enhancements, testing, and processes that improve operational effectiveness when confronting the full spectrum of IEDs and other emergent explosive threats. Products

Remote-Controlled Vehicles and Tools

Remote-Controlled Vehicles and Tools sponsor projects that improve the performance and reliability of robotic systems that support explosive ordnance disposal. Products integrate a wide range of sensors that improve or enhance mission awareness. Robotic solutions that comply with the Joint Architecture for Unmanned Systems and embrace “plug and play” interfaces, regardless of manufacture or model are central focuses. Improved robotic arm manipulation, increased power supply, decreasing overall weight, extending operational time, and improving: navigation, communication, safety and operational control are also primary areas of interest. Information Resources sponsor projects that develop information resources, training, tactics, and procedures that enhance response readiness.
