Alfonso Finley, Regional Commissioner, Federal Acquisition Service

Alfonso "Al" Finley became the Regional Commissioner for the Federal Acquisition Service (FAS) of NCR effective June 9, 2008. In this role Mr. Finley oversees GSA's largest regional FAS operation with a client base of approximately 800,000 users, supported by both the Assisted Acquisition and Network Services business lines.

NCR's Assisted Acquisition Services (AAS) provides acquisition, technical and project management services to assist agencies in acquiring and deploying information technology and professional services solutions. As the ARA-FAS for NCR, Al Finley is also responsible for its Network Services, which manages the $1.8 billion WITS 3 contract, offering clients the broadest range of telecommunication services.

Mr. Finley has been acting in the position of the Regional Commissioner for FAS since July 2007. Prior to that, he was NCR's Director of Network Services. He started his career at GSA in 2004 as a supervisor in the Service Delivery Center of NCR’s Federal Technology Service.

Prior to joining GSA, Mr. Finley served with the U.S. Army for 20 years, specializing in military operations and acquisition. His military background includes project management for major software development programs for DOD systems and telecommunication. He served as the Division Chief in the Global Command and Control System Program Management Office with the U.S. Defense Information Systems Agency (DISA) and was responsible for all software integration and operational testing. Prior to that assignment, he held a critical acquisition position with the U.S. Army 5th Signal Command while supporting military operations in Kosovo.

A native of Louisiana, Mr. Finley received a bachelor's degree in information systems from Grambling State University and a master’s in computer resources and information management from Webster University in St. Louis, Missouri.
