William B. "Bart" Bush has served as Regional Commissioner for GSA’s Public Buildings Service for the National Capital Region since June 2006. The Public Buildings Service provides a full range of real estate services for federal government agencies.  These include real estate acquisition and disposal, property management, construction and repairs, security services, and overall portfolio management.  In the agency's National Capital Region (NCR), the real estate portfolio consists of 96 million rentable square feet, comprising 53 million square feet of leased space and 43 million square feet of owned space in Washington, DC and the surrounding metropolitan area.

Bart oversees the largest real estate operation in the metro area, encompassing 1400 employees. Annually the NCR produces revenue in excess of $2.5 billion and has underway in various stages of development construction projects exceeding $4 billion.  Among the major projects currently underway, the largest include:

  • The development of a headquarters campus for the Department of Homeland Security, to be located at the site of the former St. Elizabeths Hospital in Southeast Washington.  This is the largest project ever undertaken by GSA, involving 4.5 million square feet of space plus structured parking, on a site that is a National Historic Landmark.  When completed, it will house up to 14,000 employees.
  • The development of a headquarters campus for the Food & Drug Administration at the White Oak Federal Research Center near Silver Spring, MD.  This project consolidates numerous FDA leases dispersed throughout suburban Maryland into a single, 3.8 million square foot campus that will house the Commissioner and four major FDA centers, accommodating almost 8,000 employees.
  • The redevelopment of the 55-acre Southeast Federal Center in Washington.  A Brownfield site that was previously part of the Washington Navy Yard, this project includes the new 1.3 million square foot build-to-suit leased headquarters for the Department of Transportation; and The Yards, a 44-acre mixed use development that includes 1.8 million square feet of office space, 2900 dwelling units, 400,000 square feet of retail, and a 5-acre waterfront park.

Before joining GSA, Bart served as Deputy Commissioner for Real Property Management & Development for the state of New York.  He also served as a member of the Syracuse, NY, Common Council and as economic development director for that city, and worked in the private sector for Dean Witter Reynolds.  A graduate of Denison University, he and his wife Connie have five sons and live in Fairfax, VA.
