European Conference of Ministers of Transportation and Organization of Cooperation and Development Urban Travel and Sustainability Project

Volpe assists the Office of the Secretary, Policy on the European Conference of Ministers of Transportation (ECMT) and Organization of Cooperation and Development (OECD) Urban Travel and Sustainability Project. Volpe support began in 1993, in the first phase of the international project to review the impact of land-use and transport policies in OECD and ECMT countries on travel by car, congestion, air and water pollution, noise and biodiversity loss, and CO2-induced global climate change. These environmental impacts are clearly not in line with the broad objectives for sustainable development that have been adopted by the world community since 1992. In 1995, the OECD and ECMT report, ;Urban Travel and Sustainable Development,; proposed a three-stand policy package to reconcile urban travel activity with objectives for sustainable development.

In the second phase, ECMT and OECD are carrying out a three-part project, begun in 1998, including a sequence of workshops; a survey of cities and a series of in-depth national policy reviews to examine why implementation of integrated, sustainable policies has proven to be so difficult; and how countries and cities can overcome these barriers. A report bringing together the findings on implementation of sustainable urban travel policies from each of the different parts of the project will be presented to Ministers of Transport at their Council of Ministers meeting in Lisbon in May 2001.

Volpe assists the Office of the Secretary in all aspects of the project, including: contributing a paper on the U.S. framework for transportation and air quality planning presented at the Madrid workshop on institutional frameworks in December 2000; developing a U.S. policy trends summary; participating in meetings of the project Steering Committee; and working with ECMT/OECD staff on the project report.
