Use of Brand Name Specifications

A joint memorandum issued by the Office of Federal Procurement Policy (OFPP) and the Office of Electronic Government and Information Technology, Office of Management and Budget (OMB), reminds ordering activities of the need to maintain vendor and technology neutral specifications. The memorandum also addresses the need to comply with the requirements of the Federal Acquisition Regulation (FAR) regarding the use of brand name specifications. A subsequent memorandum issued by OFPP provides additional guidance regarding the publication of brand name justifications.
