2008 Competitive Sourcing Report

Section 647 Transmittal Letter to Members of Congress

The following summarizes the text of DOL's FY 2008 Section 647 Report Transmittal letter that was hand carried to 14 Members of Congress in December, 2008.

In compliance with Section 647(b) of Division F of the FY 2004 Consolidated Appropriations Act (P.L. 108-199), and on behalf of the Secretary of Labor Elaine L. Chao, I am pleased to submit the Department of Labor's (DOL) report on FY 2008 Competitive Sourcing activities.

In accordance with the restrictions on carrying out A-76 competitions in FY 2008, as specified in the Omnibus Appropriations Act (HR 2764), the Department of Labor has not completed any competitions nor has it initiated any competitions in FY 2008. For these reasons, the standard summary spreadsheet provided in previous years presenting information for competitions completed or announced is not relevant for FY 2008.

Because DOL has previously reported to Congress on the Department's 22 competitions that were completed prior to enactment of the restrictive legislation, the following spreadsheet can be found at Attachment A: FY 2008 Competitive Sourcing Activities: Savings and Performance Update depicting savings for the Department's 22 competitions completed in previous years (FY 2004 through FY 2007). See Attachment.

In light of ongoing restrictions, the Department has not considered any public-private competitions for FY 2009. Should the legislative restrictions be lifted, the Department would proceed to consider the appropriate course of action consistent with government-wide guidance
