This increase will support the development of a national statistical program to gather administrative data from law enforcement agencies on the content and consequences of police-initiated stops of motorists for routine traffic violations.

Deaths in Law Enforcement Custody	...	...	300

The Deaths in Custody Act of 2000 (P.L. 106-297) amended the Violent Crime and Law Enforcement Act of 1994 and mandated the expansion of the frequency, amount, and type of information to be collected regarding the death of any person in law enforcement custody. This request will assist BJS in completing phase one of the study begun in 2001, and in initiating Phases two and three.

National Crime Victimization Survey: Conversion to Automated Data Collection	...	...	300

This requested increase will enable BJS to begin conversion of the National Crime Victimization Survey interviewing from a primarily paper and pencil operation tp a fully computerized system. This conversion will data collection and analysis more cost efficient and timely.

Victimization of the Disabled	...	...	100

Currently, there are no ongoing national programs that provide systematic and recurring information on criminal victimization of persons with disabilities. The proposed initiative will enable the Bureau of Justice Statistics to develop a methodology and to initiate preliminary testing of potential questions to be used to enhance the National Crime Victimization Survey (NCVS) to measure the victimization of the disabled population in the United States. This data collection is required under P.L. 105-301, the Crime Victims with Disabilities Awareness Act, which was signed by the President on October 27, 1998.

Counterterrorism Programs	...	...	...

The President's Budget proposes restructuring the composition of the current mix of programs administered by the Office of State and Local Domestic Preparedness Support (OSLDPS). Driving the restructuring is the ramping down of the Nunn-Lugar Domestic Preparedness Program in FY 2002 (cities will receive grants for the procurement of training equipment and the conduct of Phase II exercises for cities 106-120), and the receipt of individualized training plans from each of the 50 states and the District of Columbia in FY 2001. The primary changes to the program are to combine the training programs into one line-item to provide flexibility for OSLDPS to respond to the types of individualized training requested by the states. Additionally, important pieces of of the overall training needs are kept as line items. The major pieces of the reorganization are detailed below. $116.74 million would be available for the equipment grant program, an increase of $12.5 million over 2001. $17.716 million for the Fort McClellan Center for Domestic Preparedness [CDP]. This is an increase of $2.25 million over FY 2001. This increase will enable the CDP to train a total of 3,100 students in FY 2002. $13.969 for the Domestic Preparedness Consortium. This is a decrease of $3.991 million from FY 2001. The Department proposes to shift the unrequested increase of $3.991 million in FY 2001 to the Exercises, Evaluation and Improved Response Program. $9.591 million for the Exercises, Evaluation and Improved Response Program. This program includes $2.6 million for the Improved Response Program, and $3.991 million for the Situational Exercise Support Program that would provide funding for state and local first responders to participate in federally planned exercises. $3 million is requested in order to conduct a TOPOFF II exercise in FY 2002. $35.65 million for the Integrated Training and Technical Assistance Program. This program is being proposed to replace the various individual line-items in prior counterterrorism budgets. The purpose of putting the funding in one, general line-item is to allow OSLDPS the flexibility to respond to the type of training requested by the states through each state's individual training plan, which is being provided during FY 2001. $10 million for continuation of the FBI-administered Bomb Technician Training Program. $17 million for NIJ to resume its counterterrorism technology development program.
