Linda A. Kingsley

Linda Kingsley was named senior vice president of Strategy and Transition in January 2007, after serving as vice president of Strategic Planning since 2003. In this role, Kingsley, a 23-year postal veteran, reports directly to the postmaster general and is responsible for coordinating the development of plans and analyses that contribute to establishing the Postal Service’s strategic direction. Kingsley's duties include developing and managing the implementation of the Strategic Transformation Plan published in September 2005 as well as the new postal regulations signed into law in December 2006.

Kingsley has extensive knowledge of the rate-setting process and has testified in three rate cases, both as a member of the Postal Service's Rates organization and as an Operations expert. As manager of Operational Requirements, she worked with mailers for several years to improve mail preparation. She also has served in the Headquarters Office of Processing Policies and Programs, where she participated in the nationwide implementation of delivery point sequencing. Other field assignments included operations support specialist in the Western Area; acting manager of In-Plant Support in Reno, NV, and acting plant manager in Linthicum, MD.

In 1985 Kingsley began her postal career as an industrial engineer trainee in the former Central Region and became an industrial engineer for the North Suburban, IL, Division the following year.

She has a bachelor’s degree in industrial engineering from the University of Wisconsin-Madison and a Master of Business Administration degree from the University of Maryland.
