A number of loan programs provide financial assistance for freight rail. FRA administers the Railroad Rehabilitation and Investment Financing Program (RRIF) that offers various direct loans and loan guarantees. The Federal Highway Administration also administers the Transportation Infrastructure Finance and Innovation Act Program (TIFIA) which is available for some rail related projects.

Grant funds were appropriated in FY-2008 and FY-2009 for the Rail Line Relocation and Improvement Program to provide financial assistance for local rail line relocation and improvement projects. A one time appropriation was also made rehabilitate and repair Class II and Class III railroad infrastructure damaged by hurricanes, floods, and other natural disasters in the Consolidate Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (Pub. L. 110-329, September 30, 2008).
