ACTION: Proposed rule. ----------------------------------------------------------------------- SUMMARY: The Commission requests comments on a petition filed by California Oregon Broadcasting, Inc., licensee of station KOTI-TV, NTSC Channel 2, Klamath Falls, Oregon, requesting the substitution of DTV Channel 13 for its assigned DTV Channel 40. DTV Channel 13 can be substituted for DTV Channel 40 in compliance with the principle community coverage requirements of Section 73.625(a) at reference coordinates 42-05-48 N. and 121-37-57 W. DTV Channel 13 can be allotted to Klamath Falls with a power of 45.3 (kW) and a height above average terrain (HAAT) of 671 meters. DATES: Comments must be filed on or before November 26, 1999, and reply comments on or before December 13, 1999.
