In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission's (Commission's) regulations, 18 CFR part 380 (Order 486, 52 FR 47897), the Commission's Office of Hydropower Licensing has reviewed an application to modify the minimum flow required by article 2 of the exemption for the Koyle Ranch Power Project, No. 4052-008. Article 2 requires the exemptee to release a minimum flow of 5 cubic feet per second (cfs) from June 16 through March 31, and 80 cfs [[Page 6339]] from April 1 through June 15. The exemptee proposes a year round release of five cfs. The Koyle Ranch Power Project is located on the Big Wood River, near Gooding, Idaho. A Final Environmental Assessment (FEA) was prepared for the proposed modification in flow. The FEA finds that approving the exemptee's proposal would not constitute a major federal action significantly affecting the quality of the human environment. The FEA was written by staff in the Office of Hydropower Licensing, Federal Energy Regulatory Commission.
