ACTION: Proposed rule. ----------------------------------------------------------------------- SUMMARY: EPA is proposing to approve several rule revisions and rescissions for incorporation into Michigan's State Implementation Plan (SIP). The Michigan Department of Environmental Quality (MDEQ) submitted these revisions on August 20, 1998 and supplemented them with a November 3, 1998, letter. They include revisions to degreasing, perchloroethylene dry cleaning, petroleum refinery, synthetic organic chemical manufacturing, and delivery vessel loading rules, and a number of rule rescissions. In the final rules section of this Federal Register, EPA is approving the State's request as a direct final rule without prior proposal because EPA views this action as noncontroversial and anticipate no adverse comments. EPA has set forth a detailed rationale for approving the State's request in the direct final rule. The direct final rule will become effective without further notice unless we receive relevant adverse written comment. Should we receive adverse comment, EPA will publish a timely withdrawal informing the public that this direct final rule will not take effect; and that we will address the public comment received in a subsequent final rule based on the proposed rule. If EPA does not receive adverse written comments, the direct final rule will take effect on the date stated in that document, and there will be no further action on this rule. EPA does not plan to institute a second comment period on this action. Any parties interested in commenting on this action should do so at this time.
