Western Resources, Inc.; Notice of Filing September 9, 1999. Take notice that on September 7, 1999, the City of Wichita, Kansas (Wichita) tendered for filing a ``Complaint And Request For Enforcement Of Contract Terms And Cost Equalization'' against Western Resources, Inc. (Western Resources). Wichita's Complaint alleges that Western Resources has priced certain affiliate power sales in a manner that is unjust, unreasonable, and unduly discriminated, and therefore unlawful under the Federal Power Act. Wichita seeks cost equalization within the Western Resources system as a remedy. Copies of the Complaint were served, simultaneous with filing with the Commission, on Western Resources and on the Kansas Corporation Commission. Any person desiring to be heard or to protest this filing should file a motion to intervene or protest with the Federal Energy Regulatory Commission, 888 First Street, NE, Washington, DC 20426, in accordance with Rules 211 and 214 of the Commission's Rules of Practice and Procedure (18 CFR 385.211 and 385.214).
