The Sector Policies and Programs Division (SPPD) is responsible for protecting public
health and the environment by leading the development of comprehensive and cost-effective
emission reduction strategies and regulations governing air emissions from stationary sources,
including technology and health-based standards and voluntary or non-regulatory initiatives.
The Division collaborates with other OAQPS divisions, the broader Agency, and external
stakeholders to devise strategies and regulations using a combination of market-based mechanisms,
alternative compliance options and incentives to achieve environmental goals. The Division
holistically considers the entire constellation of processes, pollutants and emitting
activities that comprise an industry in order to:
- Build on our growing understanding of pollutant interactions to optimize control requirements and maximize
control efficiencies across CAA-mandated programs;
- Coordinate control requirements in time and content to reduce or eliminate conflicts and redundancies
among them and to minimize multiple trips back to the same industries;
- Design mechanisms to maximize flexibility while maintaining accountability for results;
- Reduce the administrative burdens to industries, State and local agencies, tribes, and EPA; and
- Enhance the overall cost effectiveness of environmental improvements while reducing the overall burden to affected industries.
