As required by generally accepted government auditing standards, we tested DOJ components’ records and documentation for the period of October 2006 through September 2007 to obtain reasonable assurance that it complied with laws and regulations that, if not complied with, in our judgment could have a material effect on the results of our audit. Compliance with laws and regulations is the responsibility of component management. An audit includes examining, on a test basis, evidence about compliance with laws and regulations. At the time of this audit, the pertinent legislation could be found in:
-
Pub. L. No. 109-108, Science, State, Justice, Commerce, And Related Agencies Appropriations Act, 2006;
-
Pub. L. No. 109-289, Division B – Continuing Appropriations Resolution, 2007;
-
Pub. L. No. 109-369 (second continuing resolution);
-
Pub. L. No. 109-383 (third continuing resolution); and
-
Pub. L. No. 110-5, Revised Continuing Appropriations Resolution, 2007.
Except for the issue related to OLA exceeding its FTE ceiling mandated by the FY 2007 appropriations law, nothing came to our attention that caused us to believe that management at the 40 DOJ components and 94 USAOs were not in compliance with federal laws and regulations.
