Explanation of Significant Differences Released for Public Comment, Union Pacific Signal Shop, Sedalia, Pettis County, Missouri

INTRODUCTION

The Missouri Department of Natural Resources (MDNR) and the U. S. Environmental Protection Agency (EPA) Region 7 invite the public to comment on an Explanation of Significant Differences which describes proposed modifications to the final remedy for the Union Pacific Railroad facility in Sedalia, Pettis County, Missouri.

The public comment period will start July 9, 2008, and end August 8, 2008.  All written comments should be sent to the address below.

Proposed Modifications

The proposed modifications to the final remedy are outlined in a document called an Explanation of Significant Difference (ESD).  The proposed remedy modifications include:

Background and Contamination

The UPRR Signal Shop facility has been used as a railroad maintenance and repair shop since about 1900. The signal repair shop is currently the only operating unit at the facility. Activities before 1980 included sandblasting, metal forming, welding, cleaning and painting. These activities generated a variety of waste solvents which contaminated soil and groundwater. UPRR investigated the contamination at the site and prepared a study of potential cleanup approaches. EPA proposed a final remedy in a Statement of Basis which was submitted for public notice and formally selected the final remedy on July 31, 2002. UPRR proposed modifications to the final remedy. The proposed modifications are listed above.

A formal public hearing has not been scheduled but will be held if there is sufficient public interest. Requests for a public hearing must be made in writing to the EPA contact and must state the nature of issues to be raised at the hearing. EPA will evaluate requests and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy.

EPA, in coordination with MDNR, will approve or deny the corrective measure modification request only after the public comment period has ended and all comments have been reviewed.
