Proposed Cleanup Plan Released for Public Comment, Former SECO Products Facility, Washington, Missouri

Introduction

The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to comment on the proposed cleanup plan for the former SECO Products facility at 5025 Old Highway 100 in Washington, Missouri. 

The public comment period will begin March 5, 2008 and end April 21, 2008.  All written comments must be sent to the address below.  EPA will hold a public availability session so community members can ask questions about the proposed cleanup plan.  See below for details.

Background

SECO Products began operation in 1952 and made stainless steel items for the food service industry.  Two on-site processes- - metal parts degreasing and metal electropolishing- - generated wastes which were released to the environment on-site.  Hussmann Corporation purchased the facility in November 1985 and operated it until 1989.  Hussman is funding the cleanup.

EPA required Hussmann in May 1989 through a cleanup order to investigate soil and ground water contamination at the facility.  Later, EPA modified the cleanup order to require cleanup of contaminated ground water.  Hussmann has installed and is operating eight ground water extraction wells and a water treatment system at the facility.

Proposed Cleanup Plan

EPA’s cleanup order requires Hussmann to continue operating the ground water extraction and treatment system at the facility.  The system has proven effective in containing the area of contaminated ground water on-site.  The proposed cleanup plan includes:

On-site contaminated ground water:  The proposal is to continue to use the water extraction and treatment system to address the contaminated ground water.  Continuing this system will prevent the need to install water supply wells in the contaminated ground water area.

On-site contaminated soil:  The proposal is to continue to use land use controls to address the contaminated soil.  These controls will make sure the contaminated soil and the cover on the former lagoon are not disturbed.

On-site indoor air:  High levels of contaminated ground water were found under part of a building on the site.  The proposal is to use vapor extraction under this building, to address the fumes coming from the contaminated ground water.

Additional Information

EPA encourages the public to review the Administrative Record and comment on the proposed cleanup plan.  Written comments should be submitted by April 21, 2008.

EPA has not scheduled a formal public hearing.  One will be held if there is sufficient public interest or to clarify relevant issues.  Request for a public hearing must be made in writing to the EPA contact listed on page 1 and must state the issues of concern.  EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy.

EPA will make a final decision on the cleanup plan only after the public comment period ends and all comments are reviewed.  EPA may modify the proposed remedy or choose another one based on any new information and comments from the public. 

Individuals may write to the EPA contact on page 1 to join the mailing list.  Joining the mailing list will allow an individual to receive any updated information directly throughout the cleanup process.
