Proposed Final Remedy for Cleanup at the Crown Cork and Seal Facility, Omaha, Douglas County, Nebraska

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to review and comment on the proposed final remedy for the Crown Cork and Seal Facility located at 4133 South 72nd St., Omaha, Neb. 

EPA identified eight Areas of Concern (AOC) and is proposing final remedies for four out of the eight to protect human health or the environment.  The four remaining AOCs pose no potential risks.

Backgrounds and Actions

The facility was constructed in 1954 and Continental Can Company conducted manufacturing until Crown purchased it in 1990.  Currently the facility produces two-piece food cans, which are stamped from aluminum coils.  Historically, the facility engaged in making three-piece cans and lithographic printing.  Past processes were more varied and used considerably more chemicals and raw materials than the current operation. 

In April 1998, Crown entered into a Resource Conservation and Recovery Act (RCRA) Consent Order with EPA to define impacts from potential releases of hazardous wastes.  The RCRA program regulates facilities that use, treat or store hazardous chemicals.
  
The Consent Order specified two Solid Waste Management Units (SWMUs) and North Yard Disposal Area Fuel Oil Underground Storage Tanks and six Areas of Concern (AOCs) for investigation:

The proposed corrective action remedies would include deed restrictions that would limit the land to industrial uses, keep wells from being installed, and prevent groundwater use in any facility operations.

No additional remedies are proposed for the Fuel Oil Underground Storage Tanks, the Drum Storage Area, the Lacquer Storage Tank Area, or the North Access Road Area.

A formal public hearing has not been scheduled for these actions, but will be held if there is sufficient public interest.

Requests for a public hearing must be made in writing to Harry Gabbert, the EPA contact above, and must state the nature of issues to be raised at the hearing.  EPA will evaluate any request and hold a formal hearing, if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy.
 
The comment period begins August 25, 2008 and ends October 8, 2008.

Comments or requests should be submitted prior to October 8, 2008,

EPA will finalize a remedy only after the public comment period ends and all comments are reviewed.  EPA may modify the proposed remedy or choose another one, based on any new information and comments from the public.
