Update of New Response Action, Chemplex Superfund Site, Clinton, Iowa
INTRODUCTION
In July 2008, the U.S. Environmental Protection Agency (EPA) notified the public that EPA and the parties conducting the Chemplex Site remedial action had agreed to conduct a performance test of a new remedy. EPA has now approved plans allowing the performance test to begin.
CURRENT ACTIVITIES
- On September 29, 2008, the pump and treat system was placed into temporary standby condition to allow the ground water system to return to natural flow conditions.
- Enhanced ground water monitoring will begin starting in late October 2008, as a result of an EPA approved plan to verify that contaminant reduction is occurring.
- EPA has approved the Baseline Sampling Plan, Performance Monitoring Evaluation Plan, Contingency Plan, and Standby Plan which address the enhanced monitoring, contingency measures to protect human health and the environment, and process to shut down the pump and treat system, respectively.
NEXT STEPS
Future activities include:
- Hot-spot Work Plan -- anticipated submittal Spring 2009
- Land Use Control Plan -- anticipated submittal Spring 2009
- Municipal water line extension -- ACC/GCC and the City of Camanche are working on the necessary agreements.
The Monitoring Plan, Baseline Sampling Plan, Contingency Plan, Performance Monitoring Evaluation Plan, and Standby Plan have been placed with the Chemplex Site Administrative Record File. Other information relating to the performance test will be included in the Administrative Record files as it becomes available.

BACKGROUND INFORMATION
The Performance Test is being conducted to provide information EPA believes is necessary to decide whether changes in the remedy are appropriate. If a remedy change is called for, EPA will:
- Publish a Proposed Plan with a public comment period;
- Issue an amended Record of Decision; and
- Make changes, as necessary, in the Consent Decree.
