EPA Completes Remedial Design for Operable Unit 5, Riverfront Superfund Site, New Haven, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 and the Missouri Department of Natural Resources (MDNR) have completed a Remedial Design to address contaminated ground water at Operable Unit 5 (OU5) of the Riverfront Superfund Site in New Haven, Mo.  Remedial Design is the phase in Superfund site cleanup where the technical specifications for remedies and technologies are determined.  The Remedial Design consists of a group of documents that will be used to implement the remedy at OU5. 

BACKGROUND

The Riverfront Site was discovered in 1986 when tetrachloroethene (PCE) was detected in the two public supply water wells in New Haven.  Following the discovery of the PCE contamination, two new public supply wells were installed in the southern part of the city and investigations were conducted to determine the source and extent of contamination.  The PCE contamination prompted the listing of the Riverfront Site on the National Priorities List in December 2000.

The Riverfront Site has been divided into six operable units.  The Remedial Design discussed in this fact sheet was completed for OU5, commonly referred to as the Old Hat Factory.  EPA convened a public hearing on September 14, 2006, to receive feedback about the proposed plan for OU5.  After the public comment ended, EPA signed the Record of Decision for OU5 on December 7, 2006.

REMEDY SELECTED FOR OU5

The remedy approved for OU5 includes institutional controls and monitoring activities designed to prevent exposure to ground water contamination.  Through periodic sampling of monitoring wells, any changes in contaminant concentrations should be detected, documented and addressed as appropriate.  The remedy also calls for the installation of two new monitoring wells to complement the existing three wells at OU5.

Institutional controls will be implemented to help ensure that land use is appropriate in light of the contamination, provide notice of the contamination to future owners and users, and educate the public on the potential hazards of the contaminants in the ground water.
