Record of Decision Issued - North Landfill Subsite, Hastings Groundwater Superfund Site, Hastings, Nebraska

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) has selected a remedy and presented that remedy in a Record of Decision (ROD) that addresses groundwater contamination at the North Landfill Subsite of the Hastings Groundwater Contamination Site in Hastings, Nebraska.  This action is being taken under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), also known as the Superfund law.  The ROD was signed on August 25, 2006.

A public comment period ran from April 10 – May 9, 2006.  EPA was available to take public comments on the Proposed Plan at a public meeting on April 17, 2006.  EPA recommended specific actions in the Proposed Plan to address the groundwater contamination.  

After the comment period closed, EPA selected a remedy, as documented in the ROD.  The ROD includes a summary of EPA’s responses to comments received during the public comment period. 

The Nebraska Department of Environmental Quality concurs on the selected remedy.

ABOUT THE CONTAMINATION

Trichloroethene (TCE), cis1,2-dichloroethene (DCE), and vinyl chloride (VC) are the primary contaminants at the site.  TCE is a chlorinated hydrocarbon solvent, and used as a degreaser.  It is also a degradation product of tetrachloroethylene (PCE), which is commonly used in dry-cleaning fluid, spot removers, and degreasers.  The other contaminants are degradation products.

SELECTED REMEDY

EPA’s selected remedy as presented in the ROD is natural attenuation, monitoring, groundwater use restrictions, hydraulic containment by operation of the existing network of downgradient industrial wells, and delivery of water to the Whelan Energy Center for use as non-contact cooling water.
