Engineering Evaluation/Cost Analysis & Administrative Record Available for Public Comment
Excelsior Springs Former Manufactured Gas Plant, Excelsior Springs, Missouri

Introduction

EPA Region 7 and the Missouri Department of Natural Resources (MDNR) invite the public to comment on the Engineering Evaluation/Cost Analysis (EE/CA) for the Excelsior Springs Former Manufactured Gas Plant (FMGP). The EE/CA evaluates cleanup alternatives for hazardous substances remaining on a site, and recommends a specific response action to ensure the protection of human health and the environment.

Background

The Excelsior Springs FMGP site is generally located at 320 W. Excelsior Street in Excelsior Springs, Missouri. Gas for heating, lighting and other purposes was manufactured from coal and oil at the site from approximately 1900 until 1926. As a result of these manufacturing activities, the site became contaminated with various hazardous substances. These include the by-product coal tar, which was buried on the site. The Ruey-Anne Apartments now occupy a portion of the site.

Public Availability Session

EPA will hold a public availability session
to provide information and answer questions
on the EE/CA for the Excelsior Springs FMGP.
The public availability session will be held:

Representatives from EPA, MDNR, and AmeranUE
will be available to answer questions.

Recommended Cleanup Actions

In accord with an agreement with the EPA, Union Electric Company, d/b/a AmerenUE, the successor to one of the former owner/operators of the site, conducted investigations and prepared an EE/CA for the site. The EE/CA presents the results of AmerenUE’s evaluation of alternatives for responding to the release or threat of release of hazardous substances into the environment from the site. In the EE/CA AmerenUE recommends that the following response actions be taken:

For surface soils, contaminated up to 3 feet deep:
The proposed response is excavation and off-site disposal of contaminated soils, backfilling the excavated areas with clean fill, and imposing institutional controls. Institutional controls, or ICs, are nonengineered controls such as restrictive covenants, easements, zoning, ordinance, and the like that limit the use of real property.

For subsurface soils, contaminated greater than 3 feet deep:
(a) For areas of the site without visibly contaminated soils the proposed response is excavation and off-site disposal of contaminated soils, backfilling the excavation areas with clean fill, and imposing ICs.

(b) For areas of the site with visibly contaminated soils the proposed response is excavation, stabilization of the soil to meet landfill disposal requirements, off-site disposal of contaminated soils, backfilling the excavation areas with clean fill, and imposing ICs.

For ground water:
The recommended response to address contaminated groundwater at the site is imposing ICs.

The EPA and Missouri Department of Natural Resources concur on these recommendations, however a final decision will not be reached until all public comment has been considered.

Public Comment Period

A 30-Day Public Comment Period will begin on
October 7, 2005 and end on November 7, 2005.
During this period, citizens are encouraged to
provide comments on the EE/CA.
