Third Five-Year Review Completed, Lawrence Todtz Farm Site, Camanche, Iowa
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) conducts regular five-year reviews on Superfund sites where cleanups have been conducted. These reviews are required by the Superfund law [42 U.S.C. § 9621 (c)]. EPA Region 7 has completed the third five-year review of the Lawrence Todtz Farm site in Camanche, Clinton County, Iowa.
SITE BACKGROUND
The Lawrence Todtz Farm Site is located one mile west of Camanche, Iowa. This site is a former gravel pit of approximately 12 acres. The site was a municipal landfill between 1969 and 1975. During that time, a variety of municipal, commercial and industrial wastes were reportedly disposed of at the site. DuPont constructed a 2.7 acre impoundment in the northwest corner of the site. DuPont disposed of waste from their cellophane manufacturing plant in the impoundment.
EPA directed DuPont to conduct a Remedial Investigation/Feasibility Study for the site. Based on the results of the investigation,
EPA signed a Record of Decision (ROD) in 1988. The ROD selected the remedy to clean up the site. The selected remedy consisted of installation of a two-foot-thick soil cover over the impoundment, development of vegetation on the cover, installation of additional downgradient monitoring wells and a long-term monitoring program. More protective remedial measures can be implemented if groundwater monitoring detects contaminants exceeding specific action levels.
STATUS OF SITE CLEANUP
DuPont, under a Consent Decree with EPA, conducted the Remedial Design/Remedial Action which implemented the selected remedy. The soil cover, fence, and installation of additional monitoring wells were completed in 1991. Semiannual groundwater sampling of the shallow aquifer was conducted until 1997 and is now conducted on an annual basis. Sampling of the bedrock aquifer was required to be conducted on a semiannual basis for the first two years and every five years thereafter. However, at EPA’s request, annual monitoring of the bedrock aquifer is currently being conducted on an annual basis. All monitoring has been conducted since 1991 by DuPont with EPA oversight.
FIVE-YEAR REVIEW
The first five-year review was completed in September 1995 and the second five-year review was completed in September 2000. Both reviews concluded that the site was protective of human health and the environment.
Since the September 2000 five-year review, the safe drinking water standard for arsenic, which is a contaminant of concern at the site, changed from 50 parts per billion (ppb) to 10 ppb.
This third five-year review, which considered all information gathered in the last five years including the change in arsenic standard, determined that the remedy remains protective of human health and the environment in the short-term. To be sure the remedy will remain protective in the long-term, the follow-up actions listed in the report will need to be implemented.
A comprehensive evaluation plan will be implemented that includes more frequent monitoring, additional monitoring wells, and evaluation of arsenic concentrations. An evaluation report will be submitted to EPA tentatively in December 2006. After receipt of this report, EPA will determine any changes that need to be made to the current remedy. Institutional controls restricting future land and water use also need to be implemented at the site.
