NTSB Recommendation: NTSB recommends that PHMSA require operators to install computer-based leak detection systems on all lines unless engineering analysis determines that such a system is not necessary.

PHMSA Action: PHMSA submitted the report to Congress on June 23, 2008. PHMSA sent a letter to the NTSB on September 17, 2008 requesting closure.
