The Attorney General's Manual on the Administrative Procedure Act was published
in 1947 in response to requests to the Attorney General's office for advice on the
meaning of various provisions of the Administrative Procedure Act that was signed
into law on June 11, 1946. The manual while not exhaustive was intended "as a guide
to agencies in adjusting their procedures to the requirements of the Act."
The Office of Administrative Law Judges web site contains an electronic copy of the
Attorney General's Manual as well has other Administrative Procedure Act resources
such as the Manual for Administrative Law Judges, selected provisions of Title 5, U.S.C., and OPM Regulations.
