General Employment Information

The Office of Transition Initiatives seeks to hire talented, motivated individuals with an interest in countries in conflict and a commitment to assisting them in their transition to democracy.

General qualifications for OTI personnel include:

  • U.S. Citizenship
  • Advanced degree in international or development field, economics or management, or equivalent experience
  • Experience in and knowledge of developing countries
  • Demonstrated analytic, speaking and writing skills
  • Ability to work effectively as a team member
  • Ability to interact with counterparts on both the lowest and highest political, social and economic levels
  • Familiarity with international development community, including USAID and/or contracting partners
  • Foreign language desirable

All hiring by OTI is done through GlobalCorps. Interested applicants should apply in accordance with the instructions listed with each position description.

Personal Services Contractors

Most individuals hired by OTI are Personal Services Contractors or PSCs. PSCs are contracted to the Agency but are, in effect, Government employees. PSCs have the same salary scale and allowances as a direct-hire employee, but have a more limited range of benefits.
