The Exercise Support
Team (EST) is tasked with assisting Federal, State, County and
Local government agencies and private sector agencies in developing,
delivering, evaluating and reporting all exercise activities associated
with the New Jersey ’s Emergency
Preparedness and Response Programs.
An exercise is an active test of a region’s emergency
response capabilities. It includes a fictional emergency scenario
and the active participation of all agencies who would normally
be called upon to respond – including police, fire, health,
EMS, public works, elected officials and others.
A comprehensive exercise program begins with planning and training,
continues with the exercise itself, and culminates with
the evaluation and an after-action report of all
activities that took place during the exercise. The after-action
report includes an Improvement Action Plan that collects
the lessons learned during the exercise and transforms them into corrective
actions.
The Exercise Support Team is comprised of eleven members,
currently five enlisted members from New
Jersey State Police / New Jersey Office of Emergency Management
(NJOEM) ;
three from the New Jersey
Department of Military and Veterans Affairs; one from the New
Jersey Division of Fire Safety; one from the New
Jersey Department of Health and Senior Services; and one administrative
position.
At any given moment, the EST is involved in various phases of
on-going exercises throughout New Jersey. Additionally, the EST
has embarked on several initiatives to guide the team’s future
direction. They include:
- Development of a Five Year Exercise Strategy. The Strategy
will allow the EST to cycle through the five Domestic Security
Planning Regions within all 21 counties, to conduct a comprehensive
exercise program incorporating elements from the Seven National
Priorities and Fifteen National Planning Scenarios, as well as
the greatest possible participation of government agencies, private
enterprises and response disciplines.
- Development and implementation of a statewide Exercise Data
Tracking System. The System will allow the exercising parties
to electronically submit and manage their activities. It will
also allow the EST and authorized government entities to monitor,
collect and analyze the information in real time, and to collage
exercise activities for comparative analysis. View
