   The Decision and Order of Remand the Administrative Review Board issued in this case on July 30, 1999, contains two errors. When the document was printed, the first line of page 8 and the first line of footnote 8 failed to print. In addition, a parenthetical statement contained in the second full paragraph on page 14 requires correction. Accordingly, we reissue the order with the corrected pages. In all other respects, the decision remains unchanged.
