The United Association, the Laborers International Union, the U.S. Corps of Engineers, the Associated General Contractors, and the Office of the Solicitor appeared and made statements. SO ORDERED Oscar S. Smith, Chairman Stuart Rothman, Member WAGE APPEALS BOARD [2]
