[DECISION AND ORDER]
This case came on to be heard before the Wage Appeals Board,
Oscar Smith, Chairman, and Stuart Rothman, Member, October 8, 1970.
The United Association, the Laborers International Union, the U.S.
Corps of Engineers, the Associated General Contractors, and the
Office of the Solicitor appeared and made statements. After
consideration of the record before the Board, the material
presented at the hearing, and the arguments and position of the
participants, the Board issues the following Decision and Order:
There shall be added to Wage Decision No. AK-2,204, All Heavy
and Highway Construction, the following classification for this
project:
Plumbers-Fitters $6.11 (Basic Hourly Rate)
.35 (H & W)
.20 (Pensions)
.03 (App. Tr.)
In making this determination, the Board is satisfied that
there is work which requires the payment of the Plumbers-Fitters
rate, but the [1]

[2] Board is not determining the specific division
between work to be performed by the Plumber-Fitter and the work to
be performed by the Laborer-Pipelayer. The Board notes and calls
the attention of the Corps of Engineers to the requirement that the
work is to be performed in accordance with area practice, as
required by the applicable rules and regulation of the Department
of Labor.
