Federal customer agencies have benefited from GSA's actions to provide agencies with standardized and cost effective transportation services. GSA's Standard Tender of Service establishes a uniform basis for buying freight transportation through its rules and accessorial services. 

GSA's solicitation and acceptance of rates and charges provide highly competitive pricing, which in many cases includes the solicitation and acceptance of rates specific to an agency's facility and traffic characteristics. GSA's Transportation Management Services Solution (TMSS) system helps ensure that agencies receive the most accurate, up-to-date rate information in a timely manner via its automated cost comparison system.

Federal agencies are required to sign a Transportation Services Agreement (TSA) prior to shipping freight using the Freight Management Program's Standard Tender of Service. By signing the TSA, the federal agency agrees to remit to GSA an Industrial Funding Fee against the total transportation charges paid to a Transportation Service Provider to cover GSA's administrative management costs.
