Division of Management and Administrative Legal Services (MALS)

MISSION AND FUNCTION: The Division provides the Department of Labor with legal services under a variety of statutes, including the Freedom of Information Act; the Privacy Act; the Federal Advisory Committee Act; the Administrative Procedure Act and the Regulatory Flexibility Act. In addition, the Division provides legal advice on appropriations and intellectual property issues and represents the Department in litigation arising out of internal employee and labor relations matters. The Division advises Departmental managers regarding federal acquisition requirements and represents the Department in bid protests before the Government Accountability Office.

The Division also provides management and administrative services for the Office of the Solicitor and effectuates SOL policy in the areas of personnel evaluation, financial management, budgeting, human resources and training. Division services include the recruitment and training of SOL staff; the formulation of personnel policies; budget preparation and execution; and providing litigation support services to SOL components. The Division provides SOL with Information Technology systems, developing and supporting such systems as well as necessary hardware and software.
