ORDER

Upon consideration of the positions of the parties regarding the division of trial time in this matter, and the entire record herein, it is this 20th day of November, 2002, hereby

ORDERED that the Plaintiffs are allotted 26.5 hours of trial time and the Defendants are allotted 23.5 hours of trial time. The government, which bears the ultimate burden of proof, therefore has approximately one -half day of additional trial time; and it is

FURTHER ORDERED that the parties inform the Court, no later than the pretrial conference in this matter, of how they each intend to divide trial time between their respective cases-in-chief and rebuttal.
