                  RECOMMENDED ORDER OF SETTLEMENT



     On September 27, 1994, The Secretary of Labor adopted the
Recommended Decision and Order of the undersigned Administrative
Law Judge and remanded this case for further proceedings on the
issues of complainant's specific damages, costs and attorneys'
fees.

     On May 8, 1995, the parties represented by counsel, filed a
Final Joint Stipulation which resolved all outstanding damage,
attorney fee, and costs issues.

     After due consideration, I find that this settlement is fair,
adequate and reasonable to both parties and recommend that it be
approved.
