ORDER APPROVING CONSENT FINDINGS

   On November 6, 2000, Consent Findings agreed to by the parties were submitted to the undersigned. Having carefully reviewed these consent findings, the undersigned is of the opinion that the consent findings should be adopted and approved in their entirety. It is therefore ORDERED that:

   1. The provisions of the Consent Findings be effectuated.

   2. This order shall have the same force and effect as an order made after full hearing.

   3. Complainant and Respondents shall each bear their own costs, fees and other expenses incurred in connection with any stage of the proceedings.
