   The Recommend Decision and Order dated September 28, 1998 in the above-entitled matter is corrected as follows:

1. Page 2: In the paragraph beginning "Responded DOE first alleges . . .", the citation following the second sentence shall be changed to "(Paragraph 1, Complainant's complaint dated May 9, 1998)."

2. Page 3: In the paragraph beginning "The undisputed evidence in this case . . .", the citation following the fourth sentence shall be changed to "(Complainant's complaint dated May 9, 1998, paragraphs 22 & 23)."

3. Page 3: In the paragraph beginning "In this case . . .", the citation following the first sentence shall be changed to "(Complainant's complaint dated May 9, 1998, paragraph 12)."

4. Page 4: In the paragraph beginning "The Respondent herein . . .", the fifth sentence shall be changed to "In the case at bar, Complainant in paragraph 12 of his May 9, 1998 written complaint . . . ."
