RECOMMENDED ORDER OF DISMISSAL

   By letter dated August 25, 2000, the Complainant stated:

    Due to changing circumstances and after careful consideration, I respectfully withdraw the subject appeal.

   It appears that the request was made voluntarily by Complainant. There is no indication that any settlement was involved which must be reviewed and approved prior to dismissal. Accordingly, It is RECOMMENDED that the case be DISMISSED without prejudice pursuant to Fed.R.Civ.P. 41(a)(2).
