                                    ORDER CLOSING CASE

     On February 13, 1995, a copy of the Secretary's Findings in this matter was received
by the Docket section of the Office of Administrative Law Judges (OALJ).  The matter was
docketed, and assigned to District Chief Administrative Law Judge Edward C. Burch of
OALJ's San Francisco office.  Upon noticing the matter for hearing, Judge Burch determined
that no party had requested a hearing on the Secretary's Findings.  Judge Burch canceled the
hearing and returned the case file to OALJ's National Office.

     This matter was improvidently docketed.  No party requested a hearing, and no
jurisdiction over the matter ever attached to the OALJ.  Accordingly,

     IT IS ORDERED THAT this matter be removed from the active docket, and that this
matter is hereby CLOSED.
