CEO Message on House Subcommittee Action on Fiscal Year 2007 National Service Budget

Dear National Service Colleagues:

This morning the House Labor-HHS Appropriations subcommittee reported out legislation recommending $822.9 million for the Corporation for National and Community Service and its programs for fiscal year 2007.

The numbers break down as follows:

Domestic Volunteer Service Act

  • VISTA: $95.4 million
  • RSVP: $59.6 million
  • Foster Grandparent Program: $110.9 million
  • Senior Companion Program: $46.9 million

Total for DVSA: $313 million

National and Community Service Act

  • AmeriCorps Grants: $218 million
  • NCCC: $26.7 million
  • National Service Trust: $124.7 million
  • Learn and Serve America: $34.1 million
  • Innovation and Demonstration: $3.9 million
  • Evaluation: $2.4 million
  • Partnership Grants: $14.85 million
  • State Commission Administrative Grants: $12.5 million

Total for NCSA: $437.4 million

Other

  • Salaries and Expenses: $67.4 million
  • Office of Inspector General: $4.9 million

Total for CNCS: $822.9 million

We are disappointed that the Subcommittee recommended funding level is below President Bush’s request; however, we anticipate getting further clarifications in the committee report which will be issued in the coming days. We also recognize that today’s markup is one step in a long process. The bill now goes to the full House Appropriations Committee for consideration, and then on to the House floor. The Senate must also move a bill through its process, and the two bills must be reconciled by a conference committee before they are sent to the President for signature sometime in the fall. As each step in the process continues, we will share information with you as it becomes available.
