ORDER STAYING CONSIDERATION

   This case arises under the Water Pollution Control Act (WPCA), 33 U.S.C. § 1367 (1988). The parties have requested that the Board stay further consideration of this matter pending resolution of issues raised concerning attorney's and costs. For good cause shown, consideration of this matter is hereby stayed for twenty (20) days from the date of this Order, i.e., until May 5. 1997.
