USAID Contracts With the USAID | DELIVER Project for Centralized Procurement of Oral Contraceptives

The USAID | DELIVER Project, a U.S. Agency for International Development (USAID)-funded project, improves the availability of essential health pharmaceuticals and other health commodities through strengthening local supply chains, improving logistics management information systems, streamlining distribution systems, identifying financial resources for procurement and supply chain operation, enhancing forecasting and procurement planning, and providing centralized procurement services.

USAID has tasked the project with negotiating and awarding a contract for oral contraceptive pills on behalf of USAID. The solicitation for the oral contraceptive pill contract(s) will include purchase quantities to support both public- and private-sector programs; it will be available in early 2007.

USAID will continue to provide quality-assured commodities at competitive prices through a range of contractual mechanisms, adding value and responsiveness for our customers in the field. The project will continue to support USAID’s leadership as a provider of commodities for health programs.

Frequently Asked Questions for the USAID | DELIVER Project Procurement Services

  • Will the project take over the management of existing contraceptive and condom contracts?
    USAID will continue to directly manage all contracts issued through USAID’s Office of Acquisition and Assistance.
  • How will contracting be different with USAID’s outsourced procurement?
    While USAID will work closely with the USAID | DELIVER Project to determine the methods to provide and the product specifications, the Project will be responsible for tenders, negotiations, and awards, as well as issuing purchase orders and administering the contract. Together with USAID, the Project will plan delivery schedules and monitor shipments.

  • How will suppliers of the project-awarded contracts be paid?
    Invoices will be submitted to and paid by the USAID | DELIVER Project in accordance with the terms and conditions of the contract.
  • Will the project manage quality assurance activities for oral contraceptives?
    Family Health International will continue to oversee quality assurance activities for oral contraceptives through their existing agreement with USAID.
