USAID trains indeginous Tibetan village health workers to address community health needs and equip them to find jobs.

Overview

In recognition of China’s critical role in maintaining political stability and economic prosperity in Asia, USAID supports China’s efforts to develop legal and justice systems for sound economic governance, introduce reforms within the justice system for equitable economic growth, strengthen environmental policies and laws for cleaner development and a healthier environment, and improve the livelihoods of ethnic Tibetans.

Programs

Economic Growth: Environment
USAID links counterpart U.S. and Chinese universities to work together on environmental activities. The China Environmental Health Project supports partnerships between Western Kentucky University, Southwest University of China and Anhui University of Science and Technology to analyze and develop new practices for addressing water quality protection and mitigating pollution from coal combustion in southwest China. This program also includes analysis of the relationship between pollution and public health.

The University Partnership for Environmental Law in China pairs Vermont Law School with Sun Yat-sen University in Guangdong Province in a three-year program of training and technical assistance to promote the establishment of environmental law clinics. This program is employing public outreach tools to heighten public awareness of environmental issues and accessibility to information regarding the environment in China.

Governing Justly and Democratically
USAID also supports a U.S. academic institution consortium to partner U.S. and Chinese higher-education institutions to provide technical and human-capacity building expertise to address rule-of-law issues. Legal reform in China will enhance economic development, advance human rights, contribute to political reform, counter corruption, and improve China’s interactions with the international community. The consortium consists of four U.S. and two Chinese law schools working in partnership: University of the Pacific, McGeorge School of Law; American University; Washington College of Law; China University of Political Science and Law; and South China University of Technology.

This consortium pairs junior Chinese law professors and U.S. faculty experts specializing in advocacy and clinical studies. It also provides scholarships for students and opportunities for Chinese professors to visit the U.S. to observe and learn U.S. methods of clinical and advocacy education. This effort will help the participating Chinese universities acquire a critical mass of junior professors with U.S. Master of Law degrees to sustain the programs. Activities will also provide exposure to clinical and advocacy education techniques and contribute to sustainability, by creating and disseminating templates for use by Chinese law schools.

Economic Growth: Economic Opportunities
USAID helps strengthen Tibetan communities’ capacities to meet their socio-economic needs while conserving the environment and preserving their cultural heritage. USAID provides Tibetans with access to the financial, technical, marketing, environmental, and educational resources to sustain traditional livelihoods, their culture and environment while allowing them to take advantage of economic opportunities as China develops its western regions. USAID implements these activities through cooperative agreements with U.S.-based NGOs.

Investing In People: Health
As part of its regional HIV/AIDS program, USAID undertakes activities in China to reduce the incidence of HIV/AIDS, and to mitigate the impact on people with HIV/AIDS and their families.
