This "Surface Transportation Vulnerability Assessment" report, developed in 1999, identifies the major threats to surface transportation, describes a methodology for assessing the vulnerability of key transportation elements and the potential impact of attacks on them, summarizes the current and future countermeasures that can most effectively mitigate these impacts, and recommends a series of improvements that can be made to enhance the overall safety and security of the surface transportation system.
