Investing in Women in Development (IWID)

Length of Activity: September 1999 - September 2009

Objective: The IWID Fellows Program provides Missions and USAID Washington units with experienced, mid-level professionals who, in addition to gender analytical skills, offer technical expertise and assistance in all strategic areas of concern to USAID. IWID Fellows are mid-career, U.S. citizen professionals (master's degree or higher) with 4-15 years of professional experience in one of USAID's sector areas. Recent Accomplishments by IWID Fellows

Elizabeth Duban, Gender, Youth and Conflict Prevention Specialist with USAID/Russia

Key accomplishments include:

  • at the Europe and Eurasia Bureau's Investing In People conference in Tbilisi, Georgia in September 2007, presented an introduction to human trafficking in Russia;
  • presented ideas on how the Democracy office can incorporate gender-based violence activities into its programs;
  • led an interactive session aimed at illustrating how anti-violence programming can fit into a number of existing program areas; and
  • created gender-based violence materials that will benefit the Mission in Moscow and are intended to be shared with and benefit other Missions.

Anne Hayes, Disability and Gender Specialist with USAID's Special Programs to Address the Needs of Survivors (SPANS)

Key accomplishments include her work on the organization and planning of an e-discussion, hosted by EGAT, to create an opportunity to discuss how to better include persons with disabilities (PWD) in economic opportunities. Fifty participants from Disabled Person Organizations (DPOs), microfinance institutions, the UN, and USAID took part in the three-day session on disability and microfinance. It was important to the participants that the insight generated be shared beyond the group. The results of the online session are posted on the web and have been disseminated to both the disability and microfinance communities.

Other accomplishments of note for the second half of 2007 include:

  • working with USAID/Washington Human Resources to devise materials and methods for including disability as part of New Entry Professional (NEP) orientation;
  • review and revision of Office of U.S. Foreign Disaster Assistance (OFDA) training materials to integrate disability;
  • development of technical notes, including dos and don'ts for the inclusion of PWD in programming, and suggestions on how to include disability in Request for Applications (RFA) and Request for Proposals (RFP) selection criteria; and
  • creation of a presentation based on recommendations from IWID alumna Susan Somach on training for mainstreaming disability in Mission portfolios, which was delivered at the Europe and Eurasia Bureau's Investing In People program in Tbilisi, Georgia in September 2007.

Program Development Highlights

The Washington, DC chapter of the Society for International Development featured IWID Fellow Anne Hayes at a brown bag event on October 25. Anne's talk considered the challenges to fully implementing USAID's 1997 disability policy and related directives. More than 20 representatives from government and for- and non-profit organizations working in the fields of disability and development had the opportunity to hear about the work Anne is doing with USAID's Special Programs to Address the Needs of Survivors (SPANS) office to bridge this gap, her recommendations for fuller implementation within and outside of USAID, and an exploration of possible funding mechanisms that would aid USAID in its goal to ensure that PWD have equal access to participation in its programs and activities.
