Budget/Performance/Accountability
Overview
The U.S. Agency for International Development (USAID), in collaboration with the Department of State, produces several key planning and reporting documents that define the primary goals and progress of U.S. foreign policy, development and humanitarian assistance. A joint effort ensures that the two organizations focus on achieving common goals, finding economies of scale, and promoting new synergies. Once policy objectives are established, funding resources are aligned to meet them. Execution of the strategic plan is reported in the following performance plans and reports.

The joint Department of State and USAID Strategic Plan sets forth the agencies' long-term vision as expressed through strategic goals and objectives. The current plan covers the FY 2007-2012 time period and presents how the Department of State and USAID will implement US foreign policy and development assistance. |

The FY 2009 Foreign Operations budget request was formulated with the long term considerations of the joint Department of State and USAID Strategic Plan in mind to ensure that US investments in partner nations are carried through to their successful completion and to position the Department of State and USAID to aggressively and meaningfully address the most important structural challenges to lasting peace, stability and transformation. For Fiscal Year 2007, the Department of State and the USAID elected to participate in a pilot performance reporting program launched by the Office of Management and Budget (OMB). The initiative aimed to streamline federal agency reporting while retaining ongoing efforts to directly integrate budget and performance planning and reporting. Agencies that participated in the pilot program used an alternative to the traditional Performance and Accountability Report (PAR) by producing three separate reports: an Agency Financial Report; an Agency Performance Report, and a Highlights Report. The Annual Performance Report presents an assessment of the United States Agency for International Development’s (USAID’s) performance for fiscal year (FY) 2008. The Report is part of a series in the Office of Management and Budget’s Pilot Program for Alternative Approaches to Performance and Accountability Reporting.

Citizens' Report |

The Citizens’ Report provides a summary of the U.S. Agency for International Development’s (USAID) performance for fiscal year (FY) 2008. The report is part of a series in the Office of Management and Budget’s (OMB) Pilot Program for Alternative Approaches to Performance and Accountability Reporting. USAID’s Citizens’ Report includes the Agency’s mission statement and description of its organization and program structure, progress on key strategic goals, budget and cost efficiency information linked to the strategic goals, and summarized financial statements from the Agency Financial Report.

Program Assessment Rating Tool (PART) |
|
| Program Assessment Rating Tool (PART) was developed by the Administration to assess and improve the performance of Federal programs. A PART review aims to identify a program's strengths and weaknesses to inform funding and management decisions to make the program more effective. Eleven USAID programs and three jointly managed with the Department of State have undergone a PART review. The linked image on the left will take you to the list of USAID's programs that have undergone a PART review. Please note that OPIC and the Inter-America Foundation are not USAID administered programs.

The President's Management Agenda (PMA) |

|
The PMA, which was launched in 2001, is an aggressive strategy for improving the management of the federal government focusing on key areas where management can be improved. OMB issues status reports quarterly and uses a "stoplight" scorecard to show progress made by each federal agency. For more information on the President's Management Agenda, click here.

Government Accountability Office (GAO) High-Risk Improvement Plans |
 | GAO audits and evaluations identify federal programs and operations that are high risk due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement. USAID is proud to report that for the last two years none of its programs have been cited on GAO's list. You may locate other GAO reports on USAID programs by accessing the link on the left and selecting the box next to the Agency's name.

Inspector General Audit Reports |

| The Agency's Office of Inspector General (OIG) is an independent entity whose mission is to combat waste, fraud and abuse in USAID's programs and operations. The OIG's audit reports can be accessed here. In addition, each year OIG provides USAID management with an update on the most serious management problems facing the Agency. The Agency's OIG-identified management challenges can be found on pages 120-125 of the Agency's FY 2007 Annual Financial Report.
