Hawaii Harbors Infrastructure Expansion Program

Vision

The vision of the Hawaii Harbors Infrastructure Expansion Program is to provide a partnership between the federal government and the State of Hawaii, Department of Transportation, Harbors Division for modernizing and expanding the harbor facilities within the State of Hawaii which will serve as an economic engines for the regions they serve.

Mission

The mission of the Hawaii Harbors Infrastructure Expansion Project is to stimulate economic development and provide more efficient movement of goods and services through the State of Hawaii. By modernizing and expanding the existing facilities and equipment, the Port will be able to meet expected growth in established trade, encourage natural resource exports, and create employment opportunities by attracting new industry and new cargo movement.

Overview

The Maritime Administration established a partnership in 2005 with the State DOT Harbors Division to assist them in developing and modernizing the various commercial harbors within the State. In establishing this program, the agency’s role has been to provide federal oversight and coordination of projects, to act as a central procurement organization, leveraging federal and non-federal funding resources, and streamlining the environmental review and permitting process.

  • The first project under the program has been the Pier 2A Shed Demolition and Yard Improvements at Kawaihae Harbor. This project involves the demolition of the Overseas Terminal Shed which is adjacent to Pier 2A and constructing reinforced paving over the former footprint, allowing that pier to be more efficiently utilized for cargo operations. This project, which was begun in 2008, is approximately $3 million and is expected to be completed in September 2009.
  • Additional projects under this program include the design and construction of an interior passenger terminal inside the existing pier shed at Hilo, design and construction of a covered walkway for passengers at Kauai, and design and construction of interior improvements at the Pier 2 passenger terminal in Oahu.
