Joyce Ranney, Ph.D.

Dr. Ranney is an organization behavior specialist with the Human Factors Division of the Volpe National Transportation Systems Center. Dr. Ranney has worked with the Volpe Center since 1984 (originally as a contractor, currently as a Civil Servant). Her current work focuses on organizational safety performance and safety culture supporting the Federal Railroad Administration (FRA) Human Factor's R&D Program oriented towards creating a safer rail transportation system. She has conducted human factor studies in other transportation organizations and she also has extensive organization effectiveness consulting experience. Besides the FRA her government sponsors include the Coast Guard, Federal Transit Administration, and Environmental Protection Agency.

FRA Human Factor's R&D Program studies have been focused on behavior based safety (BBS), participative safety rules revision, leading indicators of safety and close call reporting systems.

Prior to joining Volpe as a Federal employee, Joyce worked as a management consultant with Ernst & Young, LLP and at Mercer Management Consulting. She supervised and published studies in the areas of team based organizations, organizational design and occupational stress. She was the principle investigator of a study on best practices from over 100 "Team Based" organizations. Findings were used to develop a consulting service, which received excellent reviews from the firm's clients. She was also the principle architect of a consulting service when the consulting firm needed to deepen its approach to organization design associated with implementation of enterprise-wide information systems. She acted as "Thought Leader" for the firm, developing an approach and eight software applications, which were distributed to organization design professionals, and used in numerous engagements globally throughout the firm. This approach received excellent reviews from the firm's clients. On another study she was principle investigator on a study investigating the relationship between occupational stress and physiological strain. Dr. Ranney holds a Ph.D. in Organization Behavior from University of California, Los Angeles. She is a member of the Human Factors and Ergonomics Society.
