PREVENTION RESOURCES — PUBLICATIONS

Publications designed to enable the implementation of alcohol-use prevention programs, as well as provide up-to-date information in the prevention field, are listed in this section. The list is divided into two categories — Guides and Newsletters. The Guides include science-based strategies, research publications, and policy reports that focus on preventing underage accessibility to alcohol; the Newsletters range from daily, free electronic services to weekly and monthly publications on prevention.

Guides

Keep Kids Alcohol Free: Strategies for Action describes the public and private application of three science-based prevention models. Informative online "e-sources" that highlight prevention strategies in action are also included. (The Leadership to Keep Children Alcohol Free initiative)

How Does Alcohol Affect the World of a Child? is a statistical brochure for lay audiences which summarizes the most current research findings about early alcohol use and its effects. Available in English and Spanish. (The Leadership to Keep Children Alcohol Free initiative)

Make A Difference: Talk to Your Child About Alcohol,  is a guide for parents and guardians of young people ages 10 to 14. It describes the problems associated with alcohol use among young people, as well as the way parents can talk with children about these issues. (National Institute on Alcohol Abuse and Alcoholism)

Alcohol Policies in the United States: Highlights from the 50 States provides statistical information on selected National alcohol policies, as well as the status of individual State policies as of January 1, 2000. (Alcohol Epidemiology Program, University of Minnesota and The Robert Wood Johnson Foundation)

Community How To Guides on Underage Drinking Prevention advise local advocates on community issues, including: coalition building, needs assessment/strategic planning, enforcement, prevention/education, public policy, media relations, evaluation, and self-sufficiency. The Guides are provided as a resource on the National Highway Traffic Safety Administration Impaired Driving Division's Web site. Enforcing Underage Drinking Laws: A Compendium of Resources is a compilation of resources designed to assist States and local communities in the enforcement of underage drinking laws. (Office of Juvenile Justice and Delinquency Prevention (OJJDP))

Evidence-Based Principles for Substance Abuse Prevention presents science-based, field-tested guidelines upon which prevention programs can be based. Guidelines are available in English and Spanish. (Office of National Drug Control Strategy)

Preventing Drug Use Among Children and Adolescents: A Research-Based Guide provides science-based conceptual models and research-supported information to enable the development and implementation of effective alcohol and drug abuse prevention programs. (National Institute on Drug Abuse)

Prevention Enhancement Protocols System (PEPS)Preventing Problems Related to Alcohol Availability: Environmental Approaches provides an extensive discussion of the many approaches that communities can take to prevent underage alcohol use. (Substance Abuse and Mental Health Services Administration (SAMHSA))

Prevention: What's Science Got to Do with It? describes seven key research-based, substance abuse prevention strategies. (Center for Substance Abuse Prevention Northeast Center for the Application of Prevention Technology)

Prevention Works Through Community Partnerships summarizes national evaluation findings on how to create and operate effective community partnerships to prevent and lower substance abuse rates. Five model partnerships, operated in different types of communities, are described. (SAMHSA)

Reducing Underage Drinking: A Collective Responsibility is a report to Congress, released by the National Academies’ Institute of Medicine (IOM) and National Research Council, on September 9, 2003. This IOM Report reviews existing prevention programs and approaches and developing a strategy to reduce underage drinking.  Emphasis is placed on adopting an inclusive strategy to address this issue, one that invites everyone to take responsibility for combating the problem.

The IOM report recommended that the Secretary of Health and Human Services establish an Interagency Coordinating Committee on the Prevention of Underage Drinking (ICCPUD). Charles Curie, Administrator of SAMHSA convened ICCPUD and issued a progress report to Congress: Development of a Plan for Combating Underage Drinking, April 2004.

Regulatory Strategies for Preventing Youth Access to Alcohol: Best Practices offers guidance for shaping and implementing laws and regulations to restrict the availability of alcohol to youth. (OJJDP)

Strategies to Reduce Underage Alcohol Use: Typology and Brief Overview discusses research-based strategies that can be adopted to work in national, State, or community sectors to prevent underage alcohol use. (OJJDP)

Teen Tipplers: America's Underage Drinking Epidemic is based on CASA's National Underage Drinking Survey of adults. This report contains statistics on underage drinking and calls for a national mobilization to curb underage drinking. It provides actions for parents, law enforcement, legislators, the entertainment industry, and suggests more self control by the beer, wine, and liquor industries.

Underage Drinking Prevention – Action Guide and Planner suggests strategies for implementing coordinated prevention activities; identifies themes and issues around which to organize; and provides relevant statistics, sample letters, press releases, speeches, and other materials to adapt for local campaigns. Understanding Substance Abuse Prevention. Toward the 21st Century: A Primer on Effective Prevention Programs synthesizes the knowledge learned from scientific analysis of over 300 prevention demonstration grants. (SAMHSA)

Newsletters

Leadership Weekly Update is a free weekly update on Leadership to Keep Children Alcohol Free activities and related issues, sent electronically to subscribers every Thursday.

Alcohol Alerts is a free quarterly newsletter that reviews literature on alcohol abuse and alcoholism. Each issue focuses on a specific aspect of alcohol use. The following relate to underage drinking: (NIAAA):

Alcohol Alert No: 59: Underage Drinking: A Major Public Health Challenge (2003) examines the injuries and social consequences (drinking and driving, suicide, high-risk sex) and alcohol’s effect on the brain due to early alcohol use.

Alcohol Alert No. 37: Youth Drinking: Risk Factors and Consequences (1997) examines some of the factors that put youth at risk for drinking and alcohol-related problems, and the consequences of early alcohol use.
