- Citizens
- Affected public agencies
- Representatives of Public Transportation Employees
- Freight Shippers
- Private Providers of Transportation
- Representatives of Users of Public Transportation
- Representatives of Users of Pedestrian Walkways and Bicycle Transportation Facilities
- Representatives of the Disabled
- Providers of Freight Transportation Services
- Other Interested Parties
