The Office of Small and Disadvantaged Business Utilization (OSDBU) is pleased to issue the Department of Transportation's (DOT) Fiscal Year (FY) 2009 Procurement Forecast.  The procurement forecast is prepared annually in accordance with Public Law 100-656, Section 501 and the Transportation Acquisition Regulations (TAM) 1219.202-270 Procurement Forecast . The  forecast is one of many tools available to small businesses to assist in planning their federal government marketing efforts.

The FY09 forecast provides information on anticipated DOT procurements over the simplified acquisition threshold (See FAR 2.101) and can be searched by quarter, industry category, Operating Administration and key words. The forecast is for informational and marketing purposes only and does not constitute a specific offer or commitment by the DOT to fund in whole or in part any of the procurements referenced herein. The Advanced Technology Development and Prototyping Group, Operations Planning (ATO-P) is conducting applied research and development on Surface Decision Support Systems (SDSS), which promise to enhance surface movement efficiency at busy hubs in support of NextGen concepts. The SDSS development efforts will enhance existing ASDE-X airport surface surveillance to provide coverage of the airport ramp areas. The ASDE-X system coverage requirements restrict surface surveillance to the “movement area” - this is the surface area of the runways and taxiways. In order to support SDSS concepts, the entire airport surface requires surveillance coverage, including the ramps or “non-movement areas” that are under control of the ramp towers operated by the airport or airlines. To support this effort the Volpe Center is contracting several services with are required to support the SDSS effort. These are Passive Gate Surveillance, ASDE-X data distribution and Aerobahn Ramp Surveillance

The purpose of this procurement is to continue the development of the Surveillance and Broadcast Services (SBS) Monitoring System as well as provide other program management and engineering services for the Federal Aviation Administration’s (FAA) SBS program office. The Volpe Center has been providing support to the FAA's Automatic Dependent Surveillance - Broadcast (ADS-B) program, and the SBS program office specifically for the several years. Among other activities for which we have been responsible, we have, via contract, developed the prototype SBS monitoring system. The need for further development continues, as does the need for ongoing engineering support. The major tasks areas in this procurement are: Continued development of the SBS monitoring system; standards and rule-making; systems engineering; operations support; and, implementation.

This procurement is for onsite and offsite technical services in support of the Alcatel telephone system located at the Volpe Center, Cambridge, MA. On-site support consists of one full-time telephone support technician and another part-time technician not to exceed one day per week. Duties include all monitoring and maintenance of the onsite Alcatel telephone system and its network. In addition, all LAN drops, from the closets on each floor to the desktop are the responsibilities of the technicians. Duty hours are regularly scheduled daytime hours. Offsite maintenance and monitoring is performed 24/7, in order to anticipate any problems that may occur when onsite technicians are unavailable. Any problems would be transmitted to the technicians during off-hours for resolution. This procurement is from June 1, 2009 through 5/31/2014.
